The research whose results are presented in this report has been carried out as part of the program “Migration for Development” (PME) in Serbia, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The Programme is part of the global initiative “Returning to New Opportunities” funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). The goal of the Programme is to improve opportunities for economic and social integration of returnees and the local population in Serbia. It is implemented in cooperation with the Ministry of Labour, Employment, Veterans and Social Affairs of the Republic of Serbia, the National Employment Service and the Commissariat for Refugees and Migration, with the support and services provided by the German Information Centre for Migration, Vocational Training and Career (DIMAK) in cooperation with the local institutions, partners from the private sector and civil society organizations from various cities and municipalities in Serbia.

The report is intended for various actors dealing with this topic: creators of national and local policies, representatives of the countries to which the returnees return, international organizations, local NGO and the returnees themselves. Based on the result of quantitative and qualitative research conducted among the returnees, the report offers recommendations for the improvement of the inclusion of returnees. The design of the methodology that is largely similar to the three-time points gives these researches a longitudinal character and allows
for the monitoring of returnee social integration indicators, as they are defined in this methodology.
