A survey was carried out in collaboration with the Centre for Research, Transparency and Accountability (CRTA) within the Open Parliament initiative, with support of the U.S. Agency for International Development (USAID) and the British Embassy to Serbia. The survey focused on passing laws by urgent procedure, as a prevailing model of legislative activity over the last decade of the Parliament’s work. Prominent experts on this issue provided input for this project.
The aim of the research was to provide an insight into the process of adopting laws by urgent procedure, and to understand factors affecting the frequent use of this procedure. The overall objective is to improve legislative process in the Republic of Serbia. This survey, as well as all other activities within the “Open Parliament” initiative, is an attempt in educating citizens, representatives of civil society organizations, the media, researchers and other interested parties about the Parliament’s work and emphasizing the importance of openness and transparency of institutions.
